are in reference to the FCC Open
Internet Rules found in Part 8
of Title 47 of the Code of
Federal Regulations. |
Service Offerings
Farmers Mutual Cooperative
Telephone Company (FMCTC) offers
broadband Internet services
using a variety of technologies
in its
service territory and select
adjacent markets. FMCTC offers
Fiber to the Premises (FTTP),
Digital Subscriber Line (ADSL),
Cable Modem, and Fixed Wireless
over unlicensed spectrum
technologies in our broadband
portfolio. The address of
the individual customer will
determine the technology used to
provide broadband service.
FMCTC does not offer all
technologies to all locations in
its service territory.
Performance
FMCTC offers a speed test site
to any user or customer. It can
be accessed from the link on the
left column. FMCTC
strives to offer the same
internet performance over all of
our available technologies.
The advertised speed of FMCTC's
internet service offerings is
the speed attainable by the end
user at the purchased service
level, however, several factors
may affect the actual speed.
Those factors include, but are
not limited to, the end users's
computer or internet capable
device, the number of end users
computers and/or internet
capable devices, security status
of end users computers and/or
internet capable devices, modem
and/or router, activity during
peak usage periods, internet
destination, and other internet
traffic. Based on internal
testing, the average upload and
download speeds may vary from
the advertised speeds plus or
minus 5-10% during peak usage
periods. Latency on
FMCTC's network has been tested
and falls within industry
standards. FMCTC's
internet service speeds are
suitable for real-time
applications such as Voice over
Internet Protocol (VoIP).
Some real-time applications such
as Video over IP and real time
gaming, may require the customer
to upgrade to a faster
connection speed.
FMCTC allows any device that
conforms to industry standards
on the network provided it is
not harmful to the network.
Network and Congestion Management
FMCTC utilizes reasonable and
legitimate network management
practices consistent with
industry standards. The
goal of reasonable and
legitimate network management is
to provide the customer the best
internet experience possible. These network practices attempt
to minimize the negative effects
of spam, viruses, phishing,
security attacks, network
congestion, and other risks that
threaten to degrade service.
FMCTC does not implement any
congestion management
techniques and operates the
network to accommodate the
necessary traffic requirements.
In the event of congestion, all
traffic is classified as best
effort.
Fees
FMCTC's internet service is
priced on a flat-fee (plus
taxes) basis, has no service
agreement, and is intended for
individual customer use only.

Customer premise equipment (CPE)
is provided by FMCTC at no
additional charge, but may result in
additional fees if CPE is not
returned to FMCTC promptly upon
service termination.
Content, Applications, Service
and Device Providers
As a full service Internet
Service Provider, FMCTC delivers
a full suite of Internet-based
applications. These include:
FMCTC does not discriminate any
customer traffic.
FMCTC does not favor, modify,
inhibit, rate control, or block
any specific protocols, or any
applications or classes of
applications. FMCTC utilizes network management
techniques that are equal and
standard across all user
applications. FMCTC does not modify
the network to make directly
served applications perform
better than applications a user
would access over the general
Internet. For example, FMCTC
does not manipulate the network
to perform better for customers
accessing FMCTC email servers
versus FMCTC customers accessing
Google’s GMail.
Security Measures
FMCTC offers unrestricted access
to all of the lawful content,
services, and applications
available on the internet.
In the event of Denial of
Service (DoS), Distributed
Denial of Service (DDoS)
attack,spoofing or other
malicious traffic, FMCTC will
implement inbound and outbound
filtering on specific hosts.
These actions will be performed
to ensure reliability and
availability of the FMCTC
Network. These actions will not
be utilized for normal Internet
applications and traffic.
Electronic Mail
Email mailboxes
5 email addresses per account.
Size of mailboxes
100 megabytes per mailbox.
Maximum message size
20 megabytes.
Message retention in mailbox
180 days.
Spam Filtering
To combat spam, FMCTC uses a
Barracuda Spam Filter.
